Every Resource or user must be assigned to at least one Role and that Role is given a specific set of permissions.  Permissions are all controlled within the Administration area of the product.  If a user has not been assigned to a Role they will have no access to any of the data or functions within Qualify.

As a general rule, if the user has no authority to an area of the product, that specific option or data will simply not be visible to the user.  For example, if the user does not have authority to defects at all, the options to view or create defects will not be visible.  If the user has Read authority only, the items will be visible but no edit options will be available.  Therefore, if an option is not available to you, please contact your system Administrator to obtain the relevant permissions.
